Short answer: In late 2026 the safest places to host a Bitcoin miner are Paraguay (for terms ending before 2028), Kazakhstan, Georgia and the Nordics. Ethiopia is the cheapest but currently rations miners to 23% of contracted power, and new capacity in Iceland, Bhutan and Québec is scarce. Power price alone is no longer enough to choose.
Cheap power has always decided where miners go. What changed in 2026 is that rules, droughts and the AI data-centre boom started deciding how long that power stays available. This report sets the ten countries we host in side by side. Country data checked 2 November 2026; each country has a full guide linked below.
The ten countries at a glance
| Country | Power | Public mining tariff / tax | 2026 status | Risk |
|---|---|---|---|---|
| Paraguay | Hydro | ANDE crypto tariff $0.044/kWh | Contracts end 31 Dec 2027 | Medium |
| Ethiopia | Hydro | 4¢ base, rising to 6.5¢ by 2028 | Rationed to 23% (Sep 2026); no new contracts | High |
| Kazakhstan | Coal | Mining fee 2 KZT/kWh (≈ $0.0045) | Licensed; new 300 MW programme | Medium |
| Norway | Hydro | Standard electricity tax 7.13 øre/kWh | Parliament asked for a ban bill (Mar 2026) | Medium–High |
| Iceland | Hydro + geothermal | None published | No new utility mining load | Medium (capacity) |
| Canada | Hydro (Québec) | Rate CB 18.078 CAD¢/kWh, rise proposed | Allocations frozen since 2023 | Medium |
| Bhutan | Hydro | None published | Mining last in line; winter gap | Medium–High |
| Georgia | Hydro | No official tariff; est. $0.04–0.06 | Legal; free-zone tax exemptions | Low–Medium |
| Finland | Mixed | Data-centre tax 2.24 c€/kWh from Jul 2026 | Legal; tax class disputed | Low–Medium |
| UAE | Gas/solar/nuclear | None published | ADGM licensing guidance (Oct 2026) | Low–Medium |

What changed in 2026
Ethiopia: cheap power, unreliable supply
Ethiopia was 2025's fastest-growing mining country. Then the 2026 Kiremt rains came in up to 50% below normal. State utility EEP cut miners to 75%, then 50%, then 23% of contracted power on 15 September 2026, and said it could terminate contracts if the drought worsens. It has signed no new mining contracts since August 2025, and its tariff rises every year to 2028. Ethiopia's hashrate fell 35% in a single quarter (Capital Ethiopia, Hashrate Index).
Paraguay: a hard date on the calendar
Paraguay is now the #4 mining country (4.8% of global hashrate). But ANDE's crypto contracts all expire on 31 December 2027, a date it calls non-extendable, and decrees offering 15-year tariffs were annulled in June 2026. For a one-year hosting term it is excellent; for anything longer, price in the uncertainty.
Norway: a ban in the pipeline
In March 2026 the Storting instructed the government to bring a bill banning data centres used for crypto mining. No law has been enacted and "crypto mining" is not yet defined, so it is unclear whether existing sites will be covered.
Canada and the UAE: losing space to AI
Both are shedding hashrate (−27% and −21% year on year) as hosting sites switch to AI and high-performance computing, which pays more per megawatt. Québec has also frozen new crypto allocations since 2023 and proposed raising its blockchain rate to about 19.5 CAD¢/kWh. Abu Dhabi, by contrast, gave mining a clearer legal footing in October 2026.
Kazakhstan: rules tighten, capacity grows
Kazakhstan's licensed regime — a 2 KZT/kWh mining fee, licensed pools only — is churning, but a new state programme offers 300 MW on 10-year contracts in return for 10% of net output going to a national reserve. The coal grid still curtails miners first in deficits.
How to choose a hosting country
- Match the term to the country's horizon. Paraguay suits terms ending in 2027; Georgia, Finland and Kazakhstan suit longer ones.
- Match cooling to climate. Hydro or immersion machines for Paraguay, Georgia and the UAE; air-cooled for the Nordics, Kazakhstan and Canada. Our miner comparison lists cooling type for each model.
- Price in uptime, not just $/kWh. A rate that is half the price but only delivers a quarter of the power costs you more. Check monitored uptime and curtailment terms — see uptime and SLAs and our hosting contract guide.
- Keep the option to move. You own your hardware; ask what relocation costs before you need it.
